I et juridisk system, hvor forbryderne går fri, hvor advokater og dommere træffer kyniske rutineaftaler, og hvor de uskyldige ikke længere er sikre, begynder den unge advokat Arthur Kirkland at spekulere over, hvad der er sket med retfærdigheden. Arthur (Al Pacino, i en fantastisk præstation, der indbragte ham en Oscar-nominering i 1979 for Bedste Mandlige Skuespiller) er den ærlige, idealistiske advokat, der pludselig bliver presset til at forsvare en fremtrædende dommer (John Forsythe), som er anklaget for at have voldtaget og overfaldet en ung pige. Men Arthur ved, at han er skyldig. Jack Warden spiller en birolle som en excentriske, galgenhumoristiske dommer, der mener, at Arthur skal spille med i det beskidte spil.
